Wednesday 25 September will be an important milestone in our 115-year history, when we will gather at the internationally acclaimed V&A Museum in London for our inaugural Icon Awards.
You will be joining over 350 colleagues from across the UK, US and Gammon including members of our Board and the Executive Committee and specially invited customers and guests, to celebrate the very best of Balfour Beatty. Surrounded by the V&A’s world-class collection, we’ll reveal our ultimate Balfour Beatty Icons, honouring the unwavering commitment, impeccable support, and feats of engineering that have powered our industry forward and made us the company we are today. Welcome to the Balfour Beatty Icon Awards 2024!
On Wednesday 25 September, under the gaze of the magnificent Raphael paintings of the London V&A Museum and the sparkle of the stage lights, we came together to be part of something special – our inaugural Icon Awards. Together, we paint skylines, build incredible infrastructure, and shape communities. But just as important as what we deliver, is how we deliver; something that is driven by our culture, underpinned by our behaviours. Our Icon Awards brought together almost 400 colleagues from the UK, US and Hong Kong, to celebrate the very best of Balfour Beatty. It was a remarkable evening, and a wonderful reminder of the company we are today, an endorsement of our leading place in the industry, the strength of our brand and the power of our culture. With over 1700 nominations submitted for the Icon Awards, it took over 200 expert colleagues across multiple judging panels, to agree our finalists and decide our eventual winners. Andrew McNaughton Executive Director, Atomic Weapons Establishment Andrew has 40 years’ experience within the infrastructure sector in the UK and overseas, including as Chief Executive of Balfour Beatty. After joining AWE as a Non-Executive Director in 2021, Andrew accepted the position of Executive Director, Capital Programme in early 2023. During his career, he has been responsible for the delivery of many of the country’s major projects including High Speed One, London 2012 Olympics and Heathrow Terminal 5.
Shaun Davies MP Shaun Davies was elected in 2024 as Labour MP for Telford. Prior to his election to Parliament, Shaun held local government leadership roles, including for Telford and Wrekin Council where he was appointed to the cabinet to lead the transformation of the council. Balfour Beatty Living Places were awarded the highways maintenance contract for Telford and Wrekin Council in 2018.
Nigel Cann Managing Director, Sizewell C Nigel has worked in the nuclear industry for 43 years with a uniquely diverse experience in engineering, operations and large-scale project management. He was Station Director at Hinkley Point B (HPB) leading the HPB plant recovery and life extension projects before becoming Hinkley Point C‘s Delivery Director, a project we have been working on since 2015. Balfour Beatty is currently undertaking enabling works and has early contractor involvement at Sizewell C.
Stuart Doughty CMG Former Balfour Beatty Non-Executive Director Stuart Doughty was appointed Balfour Beatty Non-Executive Director in April 2015 and held the role for nine years. Stuart made a significant contribution to Balfour Beatty during his time as Non-Executive Director and Chair of the Safety & Sustainability Committee. Under his stewardship, the Company made significant improvements to its health and safety performance and in advancing its sustainability endeavours. Stuarts wealth of civil engineering, construction and infrastructure industry experience includes holding other roles such as Chief Executive of Engineering at Costain plc, and an Executive Director of Welsh multi-utility company Hyder plc.
Nicola Bell MBE Executive Director, Major Projects at National Highways Nicola was appointed as Executive Director for Major Projects in 2022 and has been leading National Highways’ delivery programme. She was previously Director of Operations in National Highways’ South East region. Balfour Beatty are currently delivering multiple projects for National Highways, including the A63 Castle Street scheme and Junction 10 of the M25.
Louise Hardy Balfour Beatty Non-Executive Director Louise was appointed a Balfour Beatty Non-Executive Director in April 2022 and is engagement lead for the Board. A Civil Engineer, Louise has held a range of senior roles at London Underground, Bechtel and Laing O’Rourke and as Infrastructure Director responsible for the portfolio of projects for the London 2012 Olympic Games. She has held non-executive roles in the public sector and FTSE 250 and is also a keen volunteer within the Institution of Civil Engineers as a STEM Ambassador and Diversity Champion.
Leo Quinn Group Chief Executive, Balfour Beatty Leo Quinn was appointed to the Board of Balfour Beatty as Group Chief Executive in January 2015, returning to the company where he started his career as a civil engineer. He was educated at Portsmouth University and Imperial College, London. Leo joined the Group following five years as Group Chief Executive of QinetiQ Group plc and five years as CEO of De La Rue plc. He led both companies through successful transformations which restored each business to strength and created over £1 billion of value in each case. A passionate believer in skills training, Leo founded The 5% Club which encourages companies to invest in the next generation and address the national skills shortage. It's members aspire to build a workforce where at least 5% of employees are either apprentices, sponsored students or graduates in formal training programmes.
Alistair Phillips-Davies CBE Chief Executive Officer, SSE Alistair has held multiple roles in his 25 years’ experience with the SSE Group and was appointed Chief Executive in 2013. In addition to his role at SSE, he is also a member of the Energy Institute and a Non-Executive Director with Anglian Water. A customer for many years, Balfour Beatty were recently awarded the contract to construct three new substations in Argyll, Scotland, on behalf of SSEN Transmission. In the 2024 King's Birthday Honours, he was appointed Commander of the Order of the British Empire (CBE).

Eric Stenman Chief Executive Officer, Balfour Beatty US Buildings & Civils Eric was appointed Chief Executive Officer, US Buildings & Civils in 2023 and is responsible for our US Buildings & Civils portfolio. Eric joined Balfour Beatty in 2008. Prior to his appointment as Chief Executive Officer, US Buildings & Civils, he held a number of senior operational roles most recently as President of Balfour Beatty US where he supported operations across the Building & Civils portfolio as well as overseeing our US-wide shared services.
Sir John Armitt Chair of the National Infrastructure Commission of United Kingdom Sir John Armitt is an English civil engineer, and current chairman of the UK's National Infrastructure Commission (NIC), which provides the Government with impartial, expert advice on major long-term infrastructure challenges. A renowned industry leader, former Chief Executive of Union Railways, Costain Group, Railtrack and Network Rail, from 2007 John was chairman of the Olympic Delivery Authority, the body which successfully built the venues, facilities and infrastructure for the 2012 Olympic Games.
Clare Barclay Microsoft CEO, UK Clare is Chief Executive Officer of Microsoft UK, our leading partner in the digitisation of our operational sites. Clare is responsible for all of Microsoft's product and service offerings in the UK and for supporting the success of commercial customers and partners. With nearly three decades in the IT industry, she has a deep passion for diversity and inclusion and for helping young people succeed in their tech careers.
Richard Robinson President, UK and Ireland, AtkinsRéalis Richard is President, UK and Ireland, of AtkinsRéalis. Richard has over 25 years’ experience in senior leadership positions in heavy industry and engineering, overseeing transformational levels of business growth throughout his career. He is passionate about leading change across the industry, recognising the need to improve performance through data and technology and striving for greater collaboration. AtkinsRéalis are one of Balfour Beatty’s three pre-appointed design consultants, for the Strategic Design Partnership.
Mark Robinson Group CEO, SCAPE Mark's leadership has taken SCAPE from a small design and procurement company, to a nationally recognised and market leading organisation for the public sector. Since 2009, he has worked closely with some of the biggest construction companies in the UK – including Balfour Beatty – and leading industry bodies to help improve the built environment across the public estate.
Carl Trowell President, UK Strategic Infrastructure, National Grid Carl joined National Grid in February 2023 as President, UK Strategic Infrastructure, and has over 25 years of experience in the services, engineering, and project management sectors of the energy industry, as well as executive experience in running complex technical organisations. Balfour Beatty have been working with National Grid for over 100 years, with current projects including London Power Tunnels 2, Little Horsted Substation and National Grid’s Visual Impact Provision (VIP) project.

With an international background that spans SAB Miller in India, IKEA in Sweden, and the mining sector in Australia and New Zealand, Jo brings a global perspective to her work. Jo's dedication and outstanding contributions to the field have earned her well-deserved recognition throughout the years, including most recently when she was 'Highly Commended' at the prestigious 2021 Business Green Sustainability Leaders Awards.
Stephen Tarr Chief Executive Officer, Transport, Energy & Power Major Projects, Balfour Beatty A chartered civil engineer, Stephen first joined the Balfour Beatty Group in 1981 as a graduate engineer. His responsibilities span an extensive portfolio of major infrastructure projects. These include nuclear new build and grid connection at Hinkley, nuclear decommissioning at Sellafield, as well as highways and rail schemes across the UK. Within the National Highways Roads Investment Strategy, Stephen also oversees the operation and maintenance of the M25 and projects.
Steve Helliwell Interim Chief Executive Officer, UK Construction Services, Balfour Beatty Steve Helliwell was appointed Interim Chief Executive Officer for UK Construction Services in January 2024, and has been Managing Director of Balfour Beatty Living Places since 2017. With an extensive career in civil engineering and infrastructure development spanning 38 years, Steve is known for his commitment to excellence, innovation and championing diversity and inclusion.
Tracey Wood Group General Counsel and Company Secretary, Balfour Beatty Tracey was appointed Group General Counsel and Company Secretary in September 2020 and is responsible for our Legal and Business Integrity teams and Company Secretariat. Tracey has nearly 30 years’ experience in commercial and construction law. Prior to joining Balfour Beatty, she was General Counsel and Company Secretary at Costain. Before Costain, Tracey worked for the legal firm Hammonds, as an Associate and then Partner.
Lee Hewitt UK Health, Safety & Wellbeing Director, Balfour Beatty Lee joined Balfour Beatty in 2017, undertaking senior operational leadership roles before becoming UK Health, Safety and Wellbeing Director in 2022. Lee’s career has taken many paths including 25 years with National Grid in the UK and US, Procurement Director for the 2014 Commonwealth Games in Glasgow, and establishing a Capital Supply Chain for Gatwick Airport.
Phil Clifton Managing Director, Highways, Balfour Beatty Phil graduated in Civil and Structural Engineering from Nottingham Trent University. From there he joined Balfour Beatty and developed his managerial and then leadership skills. Phil has led complex major civil engineering projects including the construction of the tunnels at Hindhead on the A3 and is now responsible for Balfour Beatty's Highways business leading a workforce of over 2,000 people, as well as overseeing the energy portfolio and being a member of the Board of Directors for the Thames Tideway Tunnel project.
Gavin Russell Chief Executive Officer – Infrastructure Investments, Balfour Beatty Gavin was appointed Chief Executive Officer – Infrastructure Investments in January 2022 and is responsible for the company’s £1.1 billion Infrastructure Investments portfolio across the UK and US. Since joining Balfour Beatty in 2014, Gavin has held a number of strategic roles, most recently as Finance Director of Balfour Beatty’s Major Projects, Highways and Investments businesses. Previously, he was the Group Financial Controller.
Paul Raby Human Resources Director, Balfour Beatty Paul was appointed Human Resources Director in 2005, having joined the Group in 1996, and is responsible for ensuring that the people, practices, and leadership development throughout the Group are aligned and support the achievement of the business strategy. An essential element of Paul's role is to ensure the business recruits and retains sufficient talented people to achieve the business strategy together with equipping the current workforce with the skills to develop both professionally and personally.
Nigel Russell Chief Executive Officer, HS2 Major Projects, Balfour Beatty Nigel is responsible for the delivery of Balfour Beatty VINCI’s HS2 Area North contracts, as well as the HS2 Old Oak Common station project. Nigel joined Balfour Beatty in 1981 as a Graduate Engineer on the M25 Yeovney to Poyle project. He has since directed several high profile and complex multidisciplinary transport projects in the road and rail sectors including the M1/A1 DBFO contract, the London Underground PPP, Crossrail, the West Coast Mainline upgrade and the M25 Connect Plus DBFO.
Melanie Page Head of Group Innovation Programmes, Balfour Beatty Mel is responsible for leading Balfour Beatty's internal innovation program, My Contribution, which empowers employees to share their ideas and deliver solutions for positive change and bottom-line improvements. Mel joined the company in 2007 and has held senior roles in IT and communications. Passionate about people, technology and change, Mel has a broad and diverse background in work winning, digital transformation, and project and program delivery gained over 25 years in the construction industry.
Kevin O’Brien Chief Executive, Gammon Kevin joined Balfour Beatty, a shareholder of Gammon, in Hong Kong in 1996 and moved to Gammon in 2004 where he held a number of senior roles. Kevin was then appointed Chief Executive of The Jardine Engineering Corporation in 2018 where he was responsible for all businesses across Asia. He re-joined Gammon as the Chief Executive in 2021. Kevin has over 30 years’ extensive management experience in the construction and engineering industry covering both the private and public sectors.
Jon Ozanne Chief Information Officer, Balfour Beatty Jon Ozanne is the Chief Information Officer at Balfour Beatty, overseeing IT, cybersecurity, and digital initiatives across the Group. Since joining in 2015, he has transformed the IT function into a key driver of digital transformation. With a background as an IT Director at Qinetiq Plc, Jon focuses on technology-driven culture change and productivity. He leads efforts in AI adoption and cybersecurity to ensure Balfour Beatty stays at the forefront of innovation.
Gabby Costigan MBE Balfour Beatty Non-Executive Director Gabby is an Aeronautical Engineer with a diverse international career including 21 years in the Australian Army. She was previously Chief Executive Officer of the logistics business, Linfox International Group. In 2017, she joined BAE Systems plc as Chief Executive Officer of BAE Systems Australia before being promoted to her current role of Group Managing Director, Business Development and a member of the Executive Committee.
Evan Sutherland Chief Procurement Officer, Balfour Beatty Since joining the company in 2015 as UK Procurement Director, Evan has led a successful transformation of the procurement function. He now coordinates Group-wide initiatives, as Chief Procurement Officer, to ensure best practices that add measurable value. His role includes managing all third-party spend, systems, and processes, driving efficiency and value across the organisation.
Phil Harrison Chief Financial Officer, Balfour Beatty Phil joined Balfour Beatty as Chief Financial Officer in June 2015. He was previously Group Finance Director at Hogg Robinson Group plc. Prior to that, he was the Group Finance Director at VT Group plc. Phil served as VP Finance at Hewlett-Packard Europe, Middle East and Africa region and was a member of the EMEA board. His earlier career included senior international finance roles at Compaq, Rank Xerox and Texas Instruments.

Kyle Frandsen Vice President Operations, US Buildings Kyle has passionately led on the ‘Green Apple Day of Service’ for 11 years – an initiative by the United States Green Building Council that brings volunteers together to host local service projects that make schools healthier and more sustainable. The impact that Kyle has brought to the business and our client’s communities through his work on this sustainability project are laudable. It is spectacular that Kyle’s efforts have not only inspired Balfour Beatty but have also inspired California’s Encinitas Union School District to carry the sustainability torch with amazing results – a true example of leaving a positive legacy.
Building New Futures Winner
George McArthur Concrete Technical Manager, HS2 Area North George has demonstrated exceptional leadership and innovation in revolutionising fresh concrete quality control through the implementation of in-transit digital monitoring. His initiative has not only eliminated the need for manual testing at concrete pours, but also significantly reduced costs and improved efficiency across a large-scale project.

Harkers Island Bridge Replacement team US Civils Team members: Pete Distefano, Mike Ewell, Will Janning, Michael McDermott The Harkers Island team went more than the extra mile to deliver the project a year early. They partnered with the client to work through issues at world record speed to expedite the delivery of the project while making sure all work was delivered safely. The team also used new innovations and products to provide the client with a better and more durable product. They were the first in the US to use carbon strand reinforcing and fiberglass bars in place of steel rebar – a lightweight and strong material to use for structural strengthening and repairs. This alone will be a legacy for Balfour Beatty.

Matt Twiss Senior Project Manager, HS2 Area North The implementation of Measurable Energy’s smart sockets across HS2 Area North’s operations represents a new approach to energy management. And this is all thanks to Matt’s brilliant idea to leverage machine learning technology to reduce energy waste and phantom load by automatically adjusting the power supply based on real-time usage data. The smart sockets identify idle devices and disconnect power, preventing unnecessary energy consumption on the new intercity railway project. The idea not only supports our sustainability goals through reducing carbon emissions but also aligns with our commitment to innovative, tech-driven solutions, all whist saving money in the process.
My Contribution Kudos Winner
Marston Box Slide team HS2 Area North Team members: Sasan Ghavami, Neil Kennard and John Gill In a huge feat of engineering last year, our HS2 team delivered the world’s longest box slide to move Marston Box railway bridge into place over the M42. Built using the Autoripage method – enabling the installation of a structure entirely prefabricated on a nearby base and sliding it to its final position – the Marston Box bridge slide reduced construction time from two years to six months and eliminated the need for piling, lowering the carbon footprint. Cheryl Sutton Regional Operations Director, US Communities When Cheryl took over five Air Force bases, they were the lowest funded, poorest performing, and recurringly challenged. There was a general mood that these bases wouldn’t be able to accomplish the same level of success as others. Kevin Webber Commercial Services Manager, Major Projects Kevin joined Balfour Beatty in 1988 as a Trainee Quantity Surveyor and has had a fantastic career rising to Commercial Services Manager after 35 years. He has helped deliver numerous flagship projects such as M25, M1, Cardiff Bay Barrage, Barking Power Station, Limehouse Link, Jubilee Line, Olympics and has in the past 10 years been the go-to person to support and guide our Major Projects and Highways Projects in Commercial systems and practice. Kevin also created the Commercial Development Programme approx. 15 years ago, which was a challenge set by the Major Projects Leadership team who wanted to create an industry-leading upskilling programme, delivered by our own internal experts giving real life Balfour Beatty examples. Kevin created the three-course programme and delivered this to our Major Projects and Highways commercial teams. Alongside the above, Kevin has been the lead and driving force for commercial team professional chartership across Major Projects and Highways. Since Kevin’s intervention, our rate of commercial job family chartership has increased by 35%!

Steve O'Sullivan Project Director, HS2 Major Projects Nomination by Steve Tarr, supported by Paul Raby and Louise McCulloch. Having joined the company as an electrical apprentice, Steve has built his career at the company over the subsequent 40 years has and established himself as one of the industry’s top senior project directors. He is at his best when confronted with challenges and his stewardship of Terminal 2B at Heathrow, and of Whitechapel Station for Crossrail, are testament to his leadership skills. Clients value his direct and open communication style – he doesn’t sugar coat issues – and trust him to deliver. The sign of a good leader is the extent to which he/she inspires followship, and Steve has that in spades. People enjoy working for him. They value his insights and guidance and know that the job is in safe hands with him at the helm. He leads from the front in health and safety and is committed to the wellbeing of those who work for him. He makes time to help people and to support their development. One of Steve’s superpowers is his ability to communicate effectively up and down the chain of command. He is as comfortable talking to front-line troops as he is to senior leaders. In this way, he remains grounded and knows what’s going on. Steve has taken on a variety of roles during his career in a variety of countries. He is tough-minded and resilient. Whilst in his most recent role at Sizewell C as Balfour Beatty’s representative, Steve established himself as the de facto alliance leader and earned the respect of his peers, and the client, to rely on him for his advice and counsel.

Kennedy Cheung Director, Gammon Kennedy's career with Gammon exemplifies a remarkable journey of professional growth and significant contributions to civil engineering. Beginning as a graduate civil engineer in 1978, he progressed over the decades through various operational and managerial roles. His experience spans a wide variety of projects, including foundation works, site formation, reclamation, landfill extension, cavern construction, and tunnels and bridges. This extensive experience culminated in his appointment as Director for Civil in 2007. His leadership and influence within the professional community were further acknowledged when he served as Chairman of the Chartered Institute of Highways and Transportation. Kennedy has also been instrumental in nurturing young talent and building strong leadership teams for Civil. He was a council member of the Gammon Academy. His engagement with customers and the supply chain has been pivotal, earning him a reputation as a valued and trusted partner, further cementing his legacy in Hong Kong's infrastructural development.
Keith McCoy Senior Vice President, US Operations Nomination by Eric Stenman. What Keith has accomplished in the past 14 months on the Caltrain project is nothing short of heroic. It’s the ultimate example of how a leader focused on people can bring about business success, even when faced with seemingly insurmountable hurdles. Teetering on derailment in early 2023, we might not have achieved substantial completion without Keith’s leadership. When asked to steer Caltrain, Keith, Head of US safety and Sustainability at the time, jumped onboard without hesitation. When Keith took the helm, the team lacked direction. With his emphasis on collaborating relentlessly, encouraging constantly, and valuing everyone, in a matter of months he got the project back on track, including repairing the client relationship. His guidance not only helped the team tackle operational challenges, it also helped them evolve through change (example: learning to use UK’s MEWPS) and persevere through emergencies (example: rescuing passengers on a stranded train in a severe storm). Keith has an innate ability to build a cohesive team, a key reason he was asked to take over this project. Pulling from across Buildings and Civils as well as UK operations, he united teammates in feeling proud of their work and each other. Attending Keith’s Town Halls is a lesson in effective leadership. With his ‘Be the Best’ mantra, he constantly reinforces “safety is personal”, “we know our stuff”, and “finish strong”. He sets expectations but inspires through a people-first approach. He’s always celebrating milestones, big and small, and recognising a job well done. Keith is a servant leader. His care for this team hasn’t waned with the project winding down. He is working feverishly to retain the strong talent that brought this project to the finish line, helping these employees find the next Balfour Beatty project that will benefit from their talent and dedication. Keith made big sacrifices for this role, but he’ll probably tell you it was a compliment to be asked. He also would likely say his mission was to restore Balfour Beatty’s good reputation, hold onto good people who make us special and grow the business.
Kyle Frandsen Vice President Operations, US Buildings Kyle has passionately led on the ‘Green Apple Day of Service’ – an initiative by the United States Green Building Council that brings volunteers together to host local service projects that make schools healthier and more sustainable – for 11 years. The impact that Kyle has brought to the business and our client’s communities through his work on this sustainability project are laudable. It is spectacular that Kyle’s efforts have not only inspired Balfour Beatty but have also inspired California’s Encinitas Union School District to carry the sustainability torch with amazing results– a true example of leaving a positive legacy.
